Granted, these don’t outlaw hormone therapy or anything, but these are gender affirming actions outlawed by the government.

But in places where gender affirming care isn’t accessible, rather that’s because insurance won’t pay for it, or because states have passed legislation against it, or legislation to deny hospitals that they fund resources if they offer it, then the option becomes the black market.
