Could the Unknown OS be older versions of Windows, that has been heavily patched? At least that’s how it looks to me.
It could also be one of those performance-tweaked Windows mod versions that are available online.
Edit: interestingly, this is in the chart of every country. I’ve checked Greece and Turkey (both these countries have fairly high Linux percentages), and they also have this similar issue

Unironically true, to tweak for performance the first thing would be to remove bloat, which you can’t expect from MS.
From Microsoft’s perspective, the bloat is the point because that’s where their profit comes from.
It looks to me like they were counting some windows variant as ‘Other’ for a time.
