Is it appropriate to contact the instance admins in this case? Not really sure what the procedure is for this issue on Lemmy.

This is a very valid reason.
Let’s be clear here. It’s much more appropriate to
pmemail the admins than it is to start up a drama thread about a specific user. Your end goal is the same either way, but posting a thread publicly blasting another user is overboard.*edited in response to semantics
Except posting here is what admin has asked us to do in previous situations. PMing was literally discouraged. I did end up sending an email.
PM or email. Same thing - a direct message to the people that can actually do something about it and, more importantly, have the authority to decide if they should do something about it. (*And to be clear, I only said PM because that’s the term you used. Sorry for sticking with established terminology, I guess).
And this in fact isn’t !moderators@lemmy.world, so no, posting here isn’t what the admin said to do.
