Usually they’re on the Blu-ray/DVD (or ripped file) as an additional audio track. Like, you’d have English, Spanish, French, and Commentary

Oh, yeah you gotta seek out the files that specifically have the commentary included. They seem less common now than in the DVD days.
Hopefully someone else can help with searching strategies, but you may just need to buy/rent/borrow the Blu-ray discs.
Specifically look for entire disc rips. They do exist, but they’re usually much less seeded due to size.
You should probably ask the piracy community.

Alternatively: I love Rifftrax and MST3K. As well as midnight screenings of Rocky Horror Picture Show when populated by true fans.

On the DVD/Blu-ray. If you like it enough to want the commentary, you like it enough to pay the creators for it.
