The tragedy of the commons. When a resource that’s owned by everyone and no-one is disappearing, refraining from its use just leaves more to those who don’t refrain. The incentive is to intensify its use to get the most out of it while there’s still anything left to get. In other words there’s no hope, so we might as well enjoy what time we have left.
