At this point if Pokemon didn’t have a policy against permanently discontinuing Pokemon, Raichu and Jynx would have been out the door ages ago.
Mr. Mime and Porygon wouldn’t be safe either, and I say this as a fan of Raichu, Jynx, and Porygon (Sorry Mr. Mime… I love Mr. Rime though…)
