I always wondered, I feel like such characters should be a mandatory character in any superhero universe.

    Amanda Waller, maybe?

    https://en.m.wikipedia.org/wiki/Amanda_Waller

    1 - Every 3 of these characters do shady things in the name of national security;
    2- They make superhuman teams;
    3- Anti heroes most of the time, straight up vilanous sometimes (“From a certain point of view.”);
    4- The 3 have connections to government/military and the most powerful private organizations in the world.

    Edit: I was thinking batman, since he also tends to form teams and run things behind the shadows with, sometimes, questionable decisions in the name of greater security…but Amanda fits the shoe better, I think.
    Batman is more comparable with Iluminati Iron Man…running/funding teams behind the shadows with questionable decisions…all in the name of greater security.
